If you have a HD BluRay and compress the hell out of it to say 4mbit because it looks good on your 720p TV but then in the future it looks like shit on your 8k TV, then yes, you are right. But if you keep that HD BluRay with a high bitrate then reripping it in the future for an 8k or 16k or whatever will not yield any difference.
